M. It is somewhat necessary however to pursue the subject further at present as I must obviously
recur to it in connection with the
ensuing Estimates, when though I shall adhere
to Your Lordship's instructions not to include
in the Estimates the proceeds of the Licence
Fund
Revenue available for general purposes. I presume I must show what
assistance
is in certain matters given
by
that fund to this Colony.
12. Thus if the proposed Police
expenditure
were
to amount to $160,000.
I would only ask for a vote for $120,000.
in
a
note
stating that $40,000
over
the Police expenditure of 1866 would be defrayed from the special fund. I presume this course is not likely to be objected to by Your Lordship for I am most anxious to deal with the fund in question in such
a manner
as
to commend
itself to general approval on the merits.
13. It is true that without abandonment of a policy which has brought most useful practical results I cannot avoid the embarrassment occasioned by the existence of the fund. Nevertheless with
